How to decipher numbers when choosing a Cavitation Device?

Khz = depth of penetration of sound waves.

A big misconception is that the higher the khz the more powerful the sound waves are: It is actually the higher the number, the more shallow the soundwave penetration.

Example: 30khz-40khz is better suited to "middle visceral" (aka more stubborn fatty deposits) 60-80khz is more targeted to surface fatty deposits and cellulite.

Look for noiseless, and light-weight handpieces which are much more sustainable for the technician to carry out several treatments over the course of a day/week without risking wrist discomfort that can lead to RSI.
